If you are pursuing any course from IITs then everyone knows that you are having something special and hence there is no problem in terms of placement.
Moreover your area of interest matter a lot. If you are having interest in RF and Photonics then you should go for it.
You will surely succeed.

See both colleges top college in their category. Both branch is also good in their own. You can't differentiate between them just by some facts.
It should be completely dependent on your choice and what you like. If you like analog electronics and digital , then VLSI is best for you. But if you like and you have good knowledge in electromagnetic theory and antenna communication then RF microwave is best for you.
Placement wise both college are same. But being IIT IITK attracts more companies.
But it is completely upto you. Where should you go. If you have no choice at all, then go for IIT KANPUR.

See Ritik this has became a common mindset of candidates that they would join some college then after 1 year they would do branch change. Rather than focusing on their curricullum they start to focus on branch change. This affects their results also.
But as you have asked IIT Kanpur vs IIT Roorkee branch change so i will suggest iit kanpur because they have a slighter flexibility in branch change. Branch change is possible at the end of 2nd, 3rd, 4th semester. Although you have to work very hard in order to score near to 10 cgpa for cse, around 9 for electrical, mechanical.
But i would suggest you to go with what you like rather than going with what people says.
One of the best infrastructure, with world class labs. There are various new buildings developing up like new hostels, new activity areas, medical schools and a lot more. From academics to recreational activities and sports it has everything.
My college infrastructure was really good. It had all the facilities and equipment. All classrooms were equipped with a projector for a PowerPoint presentation along with the whiteboard. The library had lots of books too.
Honestly i would clarify or tell that thus certification is completed by me under Indian institute of technology , Kanpur in remote or online mode . but as the name and fame of clg is , there might be high quality infra
