IIT Kanpur is one of the top college in india.All the subjects there are taught well with all the facilities.It has the most experienced teachers in all departments of chemistry.Best Lab facilities and research also.You can always try for foreign colleges if you are good enough in the academics and research.It also depends upon on your interest whether you want to learn this subject and skills.If you are not sure,then you can take drop and work hard for the subject you want to take.

First of all it depends on your interest. If you like to place with electronics gadget and fixing electrical devices then go for electrical engineering and if your drawing is good and you can visualise the working of any machine then go for mechanical engineering. No doubt, in both fields you have great scope. But if I have to choose then I will say IIT Kanpur is better than Mechanical engineering in Chennai.

EWS quota is being implemented from this year only so we do not have any previous feedback or idea about how it will affect the merit list this year, it will completely depend on the fact that how many people opted for ews quota this year, out which how many of them are above your rank and how many of the them are applying to mech branch in IIT Kanpur since these stats are not available right now it will be difficult for us to predict anything right now, also for general category cut off rank for mech branch in IIT Kanpur was 1611 so you might / might not have a chance depending upon this years merit fallout.

Coming back to main topic, see this one such thing that no one can better guide you than you yourself.
It all depends on your choice, your interest and your knowledge in that particular field.
If somehow I or anyone else prefer you a branch which may be cool bt later may be out of your interest, then it will surely create problems.
Always follow your passion, ur interests.
Mechanical or CSE or any other course each one has its own importance in today's worls hence you may sit for a while concentrate and think wisely what is your interest and what you want to pursue in future endeavours.

Regarding your rank an considering your quota, it would be very difficult for to get the seat at IIT K in civil department.
Though, EWS quota is being applied for the first time, so nothing can be said for sure.
But wiht the experience and considering the seats alloted, it looks quite dificult to get

Now according to your category rank,you will surely get a seat in IIT kanpur or kharagpur but not on your preferred course.You may not get CSE,ECE or some most in-demand courses,but you will surely get a seat in many least preferred courses.

According to previous years cutoff of GATE ( for metallurgy ), the IITs with their required cutoff are listed below :
1. IIT Kharagpur - In 2017 the cutoff was 432 and in 2016 the cutoff was 628
2. IIT Kanpur - In 2016 the cutoff was 544
3. IIT Madras - In 2016 the cutoff was 556 and in 2017 the cutoff was 526. In 2018 it was 593.

My college infrastructure was really good. It had all the facilities and equipment. All classrooms were equipped with a projector for a PowerPoint presentation along with the whiteboard. The library had lots of books too.
