I have passed 12th with 64 percent aggregate from CBSE Delhi.May I get admission at yours.Advise annual fees alongwith hostel fees

The board criteria for taking admission in iit is you have to be either in top 20 percentile or have more than 75% in board. Since you aren't fulfilling any of those , you can't get admission in iit. I would suggest you to take a year drop and prepeare
