In terms of comparison, both the IITs are quite new.   ISM Dhanbad was established in 1926 but was give the IIT tag in 2016. Whereas, IIT Patna was established in 2008.
For M.tech in mechanical engineering, both the IITs are good. Both of them have good research facilities for students and the labs are very we equipped.

CSE and EE are two different branches. Go with the branch you're more interested in. If you wish to go in Engineering or Civil services then choose EE. If you wish to join MNCs like Google, Facebook them go for CSE. However pursuing CSE or IT at IIT Hyderabad or IIIT Hyderabad will be a good choice.

Previous year cutoff ranks in JEE Advance for admissions IIT Patna under various categories was;

• Electrical and Electronics Engineering

OBC: 2194
EWS:573
General:3995
SC:1335
ST: 579

• Mechanical Engineering

OBC: 2783
EWS: 785
General: 7872
SC: 1700
ST: 681

All the rank mentioned are category ranks. For general it is common rank.
However these are previous year cutoffs and might change this year depending on the difficulty of the exam and number of students appearing etc.

In IIT patna admission is done through jee advanced and there is no spot round admission in them. For last few year trend if you are from general category than you can get admission for AIR 8000 in chemical engineering which is last. According to me, the order of CSE in the above mentioned IITs is as follows

IIT Dhanbad

IIT Patna

IIT Bhubaneswar

IIT Ropar

Among these, IIT Dhanbad is the best, followed by IIT Patna, then IIT Bhubaneswar and then IIT Ropar.
