• If you've already identified your enormous area of interest, then college doesn't matter, you can so for second best institutes, i.e. NITs and IIITs, but
• If you are yet to identify, then you need a better platform to explore, and you should go for best institutes like IITs.

Hoping that you are doing fine in global pandemic . I think you should opt for IIT Patna Civil or Chemical with comparison to ISM Dhanbad metallurgy . As IIT Patna is better alternative than ISM Dhanbad due to it's better NIRF Ranking , Placements , Labs etc. Also opportunities in Civil or Chemical are greater than Metallurgy .

IIT Patna is a good college as compared to the IIT Gandhinagar. You will find a good culture in the IIT patna for engineering. This does not meant that the culture is bad in IIT GandhiNagar, but IIT patna has a good culture.

It seems that you have a confusion between iit Goa and IIT Patna.
Based on my research and experience, I would say that electrical in Goa is pretty poor. Since it is a latest established college, it lacks some infrastructure.
On the other hand, IIT Patna which offers mechanical is rather good and I would recommend you to choose iit Patna over iit goa

In terms of comparison, both the IITs are quite new.   ISM Dhanbad was established in 1926 but was give the IIT tag in 2016. Whereas, IIT Patna was established in 2008.
For M.tech in mechanical engineering, both the IITs are good. Both of them have good research facilities for students and the labs are very we equipped.

CSE and EE are two different branches. Go with the branch you're more interested in. If you wish to go in Engineering or Civil services then choose EE. If you wish to join MNCs like Google, Facebook them go for CSE. However pursuing CSE or IT at IIT Hyderabad or IIIT Hyderabad will be a good choice.
