In terms of comparison, both the IITs are quite new.   ISM Dhanbad was established in 1926 but was give the IIT tag in 2016. Whereas, IIT Patna was established in 2008.
For M.tech in mechanical engineering, both the IITs are good. Both of them have good research facilities for

CSE and EE are two different branches. Go with the branch you're more interested in. If you wish to go in Engineering or Civil services then choose EE. If you wish to join MNCs like Google, Facebook them go for CSE. However pursuing CSE or IT at IIT

If you want to secure a minimum mark to secure to get into NIT, Patna that is approx 150 out of 360. But, it's procedure has been changed already because national council has decided that admission will be done through the entrance exam of NTA that is known

According to me, the order of CSE in the above mentioned IITs is as follows

IIT Dhanbad

IIT Patna

IIT Bhubaneswar

IIT Ropar

Among these, IIT Dhanbad is the best, followed by IIT Patna, then IIT Bhubaneswar and then IIT Ropar.

IIT tag is itself say all things. But if your daughter is not interested in metallurgical engineering and if she is doing just for sake of IIT then trust me it will not be worthy.

Otherwise if she is interested in branch then definitely IIT patna is Better option
