According to the previous year cut off, yes, you can get IIT Patna CSE branch. Previous year cut off is 31.7 marks for OBC.
You have a pretty good chance to get admission.

Last year closing rank for IIT patna computer science is 664 for SC category students. So you have good chances to get computer science at IIT patna.

Last year closing rank of civil engineering for OBC candidates was 2444 in IIT,patna and 2545 in ISM,dhanbad. So your brother have chances to get admission at both places.

To get admission in IIT Patna, Your rank must lie below AIR 400. that can only be achieved by scoring 55+ Marks in JAM Examination. However, Cutoff varies according to subjects.

If you score 55+ marks in your JAM examination, Then you can get admission in IIT Patna.

yes, of course, you can apply for the admission in IIT patna and IIT Indore as the previous year trend speaks that it is possible for the candidate under 700 to get the admission in the above mentioned IITs

College Infrastructure

Indian Institute of Technology Patna has good overall infrastructure. Classrooms are modern with smart boards, and WiFi works fine most of the time. The library is well-equipped, and labs are decent for practical learning. The campus is clean, and sports facilities are available. Hostels are okay with basic amenities, and the mess food is average. Overall, it’s comfortable for student life
