Last year closing rank of civil engineering for OBC candidates was 2444 in IIT,patna and 2545 in ISM,dhanbad. So your brother have chances to get admission at both places.

To get admission in IIT Patna, Your rank must lie below AIR 400. that can only be achieved by scoring 55+ Marks in JAM Examination. However, Cutoff varies according to subjects.

If you score 55+ marks in your JAM examination, Then you can get admission in IIT Patna. 

For NIT, Patna you must score 40+ marks [this may vary as per your subject] to secure your admission.

First up, please note that IIT Patna has an M. Tech course in Mathematics and Computing. It is not a B. Tech course. To gain admission into this college and study this course, you need to have a very good GATE score.

As for the question whether you can apply, I would definitely say yes. Note that you get to study a fair bit of computer science and a lot of maths. Knowledge of MATLAB will help you very much here.
