So the statistics are as follows:
Chemical Engineering has an average package of 7.9 LPA and 81.82% of students were placed. You can read peer reviews about NIT Calicut at THIS PAGE .
According to placement stats, things don’t look too well here even in popular branch such as ECE. According to annual report of 2019, given on IIITDM Website, only 17 students were placed, highest package being 6 LPA. You can also read the peer reviews at THIS PAGE .

National Institute of Technology Calicut , formerly Regional Engineering College Calicut, is a public technical university in Calicut, India. Many courses are here. The fees for Civil Engineering is around 5.15 lakhs for the whole course. Placements in Civil are good. For the last year around 45% of the students got placed. The highest salary package offered was 15 LPA whereas the average salary package offered was 5 LPA, and the lowest salary package offered is 3 LPA. More than 30 companies like Tata Projects, GMR, HCC, Wipro, Facebook, etc., visit the college for placements. The other facilities are also good here like library, labs, teachers etc.
Overall this is a good college for to pursue Civil Engineering.

You may have some chances of getting the seat. The number of seats for Architecture through JOSAA counselling is only 559 in the 9 NITs out of 31 NITs of India.
The number of seats for quota students or reservation students are limited. Therefore, there is only a handful number of OBC seats available for applications. The chances are extremely slim as your OBC rank itself is 577 which is quite high as far as getting architecture is concerned. That may be reason, why you didn't get a seat for the course in JOSAA rounds of counselling.
CSAB Counselling occurs for filling up the vacancies that are available in the NITs, GFTIs and IIITs. Obviously, the number of seats would be extremely scarce and there are still a lot of applicants.

As you mentioned there are like 4 seats of vacancy left to be filled in your domain i.e. Tamil Nadu, your chances are very very slim.
At this point of time, you should look for some good state government colleges that offer admission in architecture to students of your rank. You can also explore some private institutes which are as good or better than the state government institutions.

According to your question and taking into consideration that you belong to sc category. You have to pay the 16500 amount two times minimum as this is the mandatory step to secure your seat at the time of admission.
You should also approach the bank in campus and ask them for education loan and you will get very easily.
But you have to manage for these 16500.
