I think both are good as both of them are NITs one if the renowned category of college in India. You can choose by the location which one is near for you as both are far from each other. There are good placements for both colleges but much more difference in fees. It's up to you which college you want.

Thanks for approaching us. If 2646 is your AIR in JEE Mains, then surely you can get any branch at VNIIT through ST quota.
In case if the given rank is your category rank, then its quite hard to get top branches but surely you can get a seat at VNIT.

last year closing rank of computer science and engineering was 5901 for other state general candidate and 7266 for home state general candidate.

Qualifying the exam doesn't mean that you'll surely get some college and that too NIT even you belong to SC category the cut offs of NITs are very high you need to at least have a rank below 20k to get the core branches in top NITs and below 50k to get any other average branch.

See you just have to get a minimum of 75% marks in 10+2 Exam to get a seat into NIT, IIIT, IIT and GFTI through JoSAA. So YES, it has a minimum qualifying criteria for it.

Considering the marks and rank you have it is not possible to get int NIT NAGPUR according to last year statistics because the highest closing rank for OBC-NCL category was around 10k. I am attaching the link to cut-off below for your reference you can go through it:-

It can be difficult, it usually closes around 2-2.5k. You may get a Engg branch in the same institute with a lower rank cutoff.

College Infrastructure
Infrastructure is good with a vast area of builidings.College has different department for each branch.It has foreign based equiments from england.Faculty is well qualified and deginfied about thieir qualification.
My experience in my college has been pretty good.

College Infrastructure
Our college infrastructure is pretty good. The wifi's in classroom complex, libraries work just fine. Hostel has LAN ports for LAN connection for laptops and mobiles, which works just fine. Cleanliness is maintained

Our college has good infrastructure We have smartboards in every classroom Wifi is also provided in the classroom conplex, wifi.In hostels we have lan ports. Cleanliness is maintained quite well in all parts of the college.
