I got mtech seat in "vnit nagpur" and "nit rourkela", civil engineering so which college is best to join for civil engineering mtech?

I think both are good as both of them are NITs one if the renowned category of college in India. You can choose by the location which one is near for you as both are far from each other. There are good placements for both colleges but much more difference

I secured 2,646 rank in JEE mains 2018 from ST category. Can I get VNIT college?

Thanks for approaching us. If 2646 is your AIR in JEE Mains, then surely you can get any branch at VNIIT through ST quota.

In case if the given rank is your category rank, then its quite hard to get top branches but surely you can get a

last year closing rank of computer science and engineering was 5901 for other state general candidate and 7266 for home state general candidate.

Qualifying the exam doesn't mean that you'll surely get some college and that too NIT even you belong to SC category the cut offs of NITs are very high you need to at least have a rank below 20k to get the core branches in top NITs and below 50k

the state bord /CBSC 12th std marks play any role in nit counselling or state bord/CBSC marks has any significance in qualifying factor?

Hey! Hi.
See you just have to get a minimum of 75% marks in 10+2 Exam to get a seat into NIT, IIIT, IIT and GFTI through JoSAA. So YES, it has a minimum qualifying criteria for it.

I am qualified in jee main 60 marks from obc-ncl my category obc-ncl rank 54158 in all india can I get admission to nit nagpur

Considering the marks and rank you have it is not possible to get int NIT NAGPUR according to last year statistics because the highest closing rank for OBC-NCL category was around 10k. I am attaching the link to cut-off below for your reference you can go through it:-

College Infrastructure

VNIT Nagpur infrastructure good for PhD in Computer Engineering. Department has own building with labs full of computers, servers for AI and simulations. Library huge, access to journals and online stuff, WiFi covers most areas. Hostels okay but old, mess food simple. Campus 215 acres green, sports ground helps relax. Some buildings need AC fix, hot in Nagpur. Fine for research work.

One of best NIT for MTech, worth it.

VNIT Nagpur has good infrastructure for MTech Computer Engineering. Labs got new computers, library big with journals, WiFi okay. Hostels decent, mess food average. Classrooms need AC, hot in summer. Sports ground nice, campus green. Supports studies well.

Cool college for chemical research.

College Infrastructure

VNIT campus is biiiiig, 215 acres with lots of greenery. Chemical labs have advanced reactors for research, library bhi huge with journals and fast wifi. Old buildings need repairs, no AC, summers hot. Hostels clean with gym, but maintenance slow. Good for research.
