Since you are from Odisha you must be having your birth certificate or domicile certificate with you. You will be needing that during your admission in odisha college's. There are many colleges in Odisha which accept JEE Mains score . You can get admission to Odisha govt. College on basis of your JEE mains score. You will have to fill an online form for counselling in which you will be allotted colleges on basis of your rank and you will be given your preferred choice of College.

Basically Every gobt engineering college needs one of a rabk of any entrance examination. It should be jee main or wbjee.
The colleges in westbengal take the examination based on wbjee but the colleges outer from westbengal are the only granted jee mains.
But as you are asking about westbengal colleges then I suggest you that all govt colleges are accept you regarding your wbjee rank.

For admission in Jadavpur University, the cutoff list (rank Wise) as per trend in 2019 were as follows :

Production engg - 1146
Chemical engg - 863
Civil engg - 1193

You rank will be very high more than 1 lakh, but you have chances of getting admission in state government colleges of Bihar.
There are many colleges which take admission on the basis of their CET, it will be good give that CET also so that you can get the top colleges in bihar.

The Engineering colleges of up accepts admissions on the basis of merit in UPSSE and jee mains.
Candidates must have at least 40- 45% marks in intermediate with Physics and Mathematics as compulsory subjects along with optional subjects like chemistry,biology, biotechnology etc.
Though students from other state can also apply for UPSSE but admissions in all seats in government colleges there are reserved for state candidates.
