As per your question, I'm sorry to tell you that you will not be getting any government colleges with your percentile. In order to get any government engineering college in your respective state you need to pass the Common Entrance Test (CET).

As you have got 82 percentile in your JEE Mains exam, there are very much less chances for you to get seat in a good branch such as CSE or ECE. However, if you wish to get admission in state government college, you can write the state level entrance exams such as CET.

If you want to discontinue your engineering program and switch to a BA, you'll need to cancel your admission at Government Engineering College of Hassan. Contact the college and follow their cancellation process, it involves certain steps that you need to follow. You have an extremely good possibility of being accepted into an IIT or NIT if you meet the PwD quota. Compared to other students, you need to achieve far lower marks. For instance, while the general cut-off is approximately 120, the general PwD cut-off is about 20.
I advise you to put your quota aside while preparing and concentrate on your studies. If you successfully completed the Jee Mains and progressed, you will get admitted to a very excellent IIT in your preferred branch.

It is very difficult to get into a government college at this rank. However, you have the option of going to a private college. You can look for some private colleges like LPU, CU, KIIT, MIT, CMRIT, etc. You can also get admission through the management quota. You can contact the college directly or you can go through counsellors. Management quota is accepted by almost all private engineering colleges.

The campus is good you'll get most of engineering related equipment which used in learning engineering and practical uses of application. And not sure about canteen because it's changed. You need to rely on outside food. Outside the campus
