With 79 percentile, it is certain that you will not be admitted into any NIT or IIITs. You can still attempt HBTI Kanpur based on your percentile and score. Or better go with some other private institutions like Kalinga Institute of Industrial technology or CV Raman Global University.

With 64 percentile your general rank will be around 3,68000 to 4,00000. and your SC rank will be around 16,000 to 20,000. Marks vs ranks varies every year depending upon many factors such as difficulty level of questions, no of students appear for the exam, no of students want to get the the same branch.
It will be difficult for you to get Govt Engineering Colleges in West Bengal with this rank.
