Actually I think you should not change your college as your marks is not good.

i have got 24 marks in jee main 2017 . will i get civil branch in jecrc university

Very low marks.
Not core branches try other.
Your rank is far so very low chance of jecrc. So better try private institutions.

You have less chances to get top branches in this college but you can get other branches.

You can get good private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE

I am from Nios board so do I have to face any problems at the time of admission in any college in Jaipur like Manipal, Jecrc, etc.

Hi, Incase you have done your 12th from NIOS, yes you can apply in Manipal. You won't be refused for admission on basis of 12th from NIOS. There should be no problem at that time. All the best.

It’s good by the way I like the infra value for money as we are giving less fees so infra according to that is ok ok but do not expect very much from the infra but stilll I like its fear bulding and vibe
