If you get 330 in OBC category then you have highly chances to get UAS Bangalore. Because last year general category cutoff was 315.

However, this is according to the previous year data and is subjected to change over various factors like stream opted, no. of candidates appeared. As per your rank only Private College and Deemed Universities will get i.e the rank between 40,000-80,000 rank for PG branch non-clinical . The rank between 25,000-40,000 will get Private College and Deemed Universities (may get Govt. College) for PG branch Clinical or Non-Clinical Branch/ DNB. The rank between 25,000-30,000 will get government colleges for PG branch Clinical or Non -Clinical Branch ( factor in counselling rounds and choice-filling). The rank between 15,000-20,000 will get government colleges for PG branch Clinical Branch (mostly will depend upon counselling rounds). The rank between 1 to 15,000 will be government college for PG branch Clinical Branch. I hope this information helps you.

ICAR is conduceted for 15% seats in all government Agriculture colleges throughout India so the concept of domicile might not have much effect.

Getting a rank below 1580 will get you a seat through ICAR, that is a score above 360 atleast. With yoour score of 223  the cahnes of you getting a seat through ICAR are not high however I will still recommend you to go through the counselling (till the last round).
