PG diploma is a post graduate diploma degree where as MBA is a Masters degree so you can get placement by doing both of them. Some college have same placement cell for these some doesn't. Because both are different in respect of degree.

All states require domicile for attending state counselling for government seats. However, you can apply for 50% all India quota seats which includes government seats in all states. You can also apply for private seats and management seats in private colleges under open category from any state.
