As far as your percentage is concerned you are eligible but SET exam is for a particular state as SET is state level exam.You can apply for NET.

UG means undergraduate course. The Bachelor courses are actually UG courses .
Some courses are B.Sc ,MBBS
PG
Pg means postgraduate course .The master degree courses are Pg courses.
B. tech comes under undergraduate programs.
B.Tech is Bachelor of technology. So it is a ug course .

If you had successfull done your MBBS exam ,then you are eligible.
