These two colleges are very good as per it's record. But in my opinion, PEC is better than Chandigarh University. Not only for b.tech this is better for any other b.tech courses too. There are some reasons too for this.

Both are good Institutes . PEC Chandigarh has better placements for computer science and engineering   , Where as Chandigarh University is very good except for the placements cell . The placements cell should be improved in CU .

So , PEC is good choice for computer science

For CSE you can opt for Chandigarh University as it is a A+ grade college and it is ranked 51 by NIRF while CGC have not been ranked by NIRF.You should also opt for Chandigarh University because the average package is higher here as compared to CGC Landren.

If you want to do B.Tech in Computer Science and Engineering branch then you must know that Chandigarh University does not offers B.Tech, it offers BE which is also not approved by AICTE so it will effect you in future.

However Chandigarh University has little bit better placement

If we compare these two in terms of NIRF rankings which is published by government of India, then definitely KIIT Bhubaneswar have a better rankings then chandigarh University but if we talk about NAAC accredited colleges, Chandigarh University is good.
