Yes you can but I don't think you can get a government college as of now because the seats are filled however you can try in various private colleges .

with 38401 rank can i get dcrust murthal in cs because first counselling already ends & i do not get cs there but got electrical?

You cannot get CSE engineering unfortunately as cutoffs is 24000 ranks.

Good chances expected with Electrical engineering, Civil engineering, Biomedical engineering, Biotechnology, Chemical engineering.

Yes you are eligible for second round.

You have to visit the Reporting center and ask them for going to next round.

So you will be eligible for next round.

You will get state quota from the state from where your birth certificate is been issued but definitely not from haryana as it's cbse not Haryana bord.

Yes, my college has good infrastructure with well-maintained classrooms, laboratories, a library, Wi-Fi, sports facilities, and clean campus surroundings. It offers a sprawling ~273–340 acre green campus with, generally, well-maintained infrastructure, including, but not limited to, multiple academic blocks,, decent, and, somewhat, basic, hostel facilities. Key features include, but are not limited to, a central library, functional, sometimes outdated, labs, and extensive sports facilities (tennis, basketball, cricket, swimming).
