According to the cutoffs mentioned above you do not qualify for getting IT or CSE in NIT Jalandar. You can go for other lower cutoff branches in this college or you may take admission in a state level or private college.
You can appear with full determination for the April Exam to get the preferred branch in your preferred college.

You can calculate your rank in JEE Main Paper 1 using the formula:
Rank = (100-percentile)*(No. of students appeared for the examination)/100
As the no. of students appeared for Paper 1 (Jan) are around 869000, your rank will be around 5000. However as the no. of students in April changes, your rank will change according to that.

According to your percentile the rank would be around 18000--20000.And in that rank you won't get CSE in any NITs even from the home state quota.And if you ask about the NIT Jalandhar then last year cutoff for CSE from home state is around 10000 which is approx 8000 less than your predicted rank.
And cutoffs for PEC Chandigarh is also approx same,in special round last year cutoff for CSE was around 11000.
I would suggest you to improve your percentile in April session.

Your rank might be around 23000 which is not enough to get CSE in NIT Jalandhar . You need a better rank to get CSE in NIT Jalandhar.
You need to get around 10000 rank to be sure get Computer Science Engineering in NIT Jalandhar.
So you need to get around 99 percentile. And moreover April attempt would see more number of registrations that means you need to work harder.

NIT Jalandhar has good infrastructure with well-developed labs and classrooms. There are three hostels for first-year students: BH1, BH2, and BH5. BH1 and BH2 are better than BH5 because the food and facilities are much better in BH1 and BH2, but BH1 and BH2 are four-seater, while BH5 is a two-seater.
