Yes, You will be asked to verify your documents once you will be allotted a college during the rounds of counseling. Once allotted a college you will have the choice either to opt for the college or wait for next round in case for Upgradation.

It might be a little tricky to get a seat in IPU with your rank but if you are from Delhi and general category you might have a chance.
