It might be a little tricky to get a seat in IPU with your rank but if you are from Delhi and general category you might have a chance.

Yes, do apply for counselling in IPU for B.Sc Nursing. The cut offs vary a lot every year, so you never know what the last rank will be. Don't hesitate to apply. Actively participate in the counselling rounds. And IPU has some spot rounds too. So hope for
