Since you haev scored a decent rank but your domicile is outside Delhi so you have to wait for the second cutoff to be released as there is no continuos trend followed So in second cutoff you can get a rough  idea about the ranking and your rank

If you fall in general category then with the rank you're mentioning you can check out these colleges under IPU 

• Ideal Institute of Management and Technology 
• JIMS Engineering Management Technical campus, school of Law 
• Fairfield Institute of Management and Technology 
• Chander Prabhu Jain college of higher studies 
• Delhi Metropolitan Education

It might be a bit diffucult for you to get the top 3 colleges of IPU at 5000 CET Rank considering you belong to delhi and are from open category.

But you can try your luck on spot round whoch happens after the 3 rounds are over or in

Your IPU CET rank 17567 for BBA is not much bad so you are eligible to get admission in IPU. There are many colleges offering admission under rank 18000

Some of them are

Inderjeet, it seems very difficult for you to get admission in IPU through CLAT. This is based on your rank and previous year cutoffs.

But again it depends on the number of students who appeared for the exam and as well as the difficulty of the paper.

GGSIPU colleges are all private or co private so there is no govt college for BCA. The only govt. college in delhi for BCA is jamia millia islamia. No other govt colleges offers BCA.

Congratulations on getting such a good rank in CLAT, but I'm really sorry to say that according to a tentative list put together from previous year's records, you may not be able to get in to any of the colleges of IPU.  You may want to look at
