VIPS is amongst the top notch colleges in Delhi having said that JIMS and MSIT are no less.  VIPS will offer you more exposure than the other two and has better placement record.  Infrastructure of all three colleges is equally good. VIPS does have a strict attendance criteria.  

First of all congrats for scoring 718 marks in ipu cet 2019. 718 is really a descent marks and you can easily get a descent college at such marks . Since you are a delhi candidate and from obc category too both these factors will helps you a lot and

Yeah there are some chances for you to get into IPU univeristy but i am not sure due to your category ypu might get a seat in any colleges  under IPU with this much marks.it all depends on n.o of applicant applied for IPU Law colleges under SC category

Your Score is Not feasible to get admission into IPU,Delhi because IP colleges are government and their Cutofd will be higher for getting into these colleges your score should be around 100 + then only you can make into any one colleges under IPU,For law.

For getting admission into IPU,your Marks are not so much satisfactory it will not get you seat in any colleges under IPU,because For IPU minimum marks should be 100 + because all the colleges under IPU are very good and Government and hence,There cutoff are also high through CLAT

I wish you had mentioned your category in the question. However  I would assume you to be of UR category and then advise you. You have managed to just cross the minimum percentile barrier to qualify neet. For  BAMS you need to score more than 300 atleast to expect

So with you given rank in IPUCET for B.Com (H) you do not have clear chances of getting into college in Rohini area according to last year cutoff. The colleges for which you can hope for chances are:-
