Yes you can get admission in ipu at 19190 rank with outside delhi quota but sorry to say sachin you might not be able to get good colleges .You have to compromise with facility , faculty etc many things which might not make your college life good and

You can get admission easily in top 7 college of ipu. In 2nd shift you may get better college.

if the college is near to your location then you can take admission in 2nd shift also batch strength is lower than 1st shift.

Hey, I won't be giving you false hopes so the answer to your question is No. You'd definitely got the seat if you'd scored <2500 but this rank won't be able to make it to VIPS. But I will suggest you to wait till The last round of counselling i.e.

With the score you're mentioning you'll get a rank somewhere between 2200-3000 in general category. In Vivekananda Institute of professional studies they required a rank below 3000 but in CLAT you can expect a rank below 5000. But since you've a great rank so you can definitely expect VIPS.

Yes you're right and Vivekananda Institute of professional studies usually accepted a rank below 3000 in IPU CET but since from this year it will use CLAT scores so you can expect the college if you have a rank below 5000 in general category. But with the score you're mentioning

SRM University

Lpu University

Chandigarh University etc.

You should go for branches like civil and chemical engineering there.
