No. As per the official website of the institute, if you have paid the fee you can not sit for spot counselling. But if you have submitted the fee and later decide to withdraw the fee, you will be eligible to sit for SPOT counselling.

I would suggest you to go for sliding round. You have a good chance of getting USLLS at this rank. If you are not alloted the seat during sliding round, you can retain your seat, that you were earlier alloted.
