The seat allotment is done using All India CRL ranks.
So I'll mention the ranks accordingly. These are last year cut offs and for last round.

Congratulations Archi, as you mentioned your rank according to which you have qualified JEE Mains 2019 and eligible for JEE Advance 2019. But for getting a seat in IIT you need to clear JEE Advance too. You have another option, you can apply for JoSAA counselling 2019 through which you can get NITs and IIITs this counselling is based on your score in JEE Mains.
You may get metallurgy, mining . You even have slight changes of getting civil ,assuming that you belong to general category. Also it depends on whether you are from home state or not. Check the closing ranks of last year.
Better go for the special round so you can get admission into this college.
It is better way to get admission but i am not sure you may get just hope for the best.

With a rank of 10636 you can easily get admission in IIEST Shibpur. The cutoff for information technology branch as per previous year cutoff was opened at 12734 and closed at 17573. You can get your desired branch with your rank. You can also get various branches such as civil engineering, aerospace engineering, mining engineering and many such others. The fees for IIEST college would be around 70000 per semester. Also in Information technology the placements were high about 88.89%.

No management quota for IIESTShibpur. Likewise, you cannot take admission in any IIT or NIT on management quota. Shibpur engineering college is at par with IIT, IIT-ISM, IT-BHU. It was detached from the WBJEE college list and comes directly under Ministry of HRD. If you want to study at Shibpur, score well in JEE Advance and Mains.

In terms of placement and average package nit Durgapur chemical engineer branch has an edge over iiest shibpur civil engineering branch. I will suggest you to go for the second one only if you want to clear the competitive examinations at State and National level.

Also, to your second question, I would like to inform you that IIEST Shibpur doesn't take admission on the basis of WBJEE rank. Instead, it takes admission on the basis of JEE Main rank through the JoSAA counselling. So, you must decide accordingly.

College Infrastructure
My college have all necessary infrastructure, facilities and all. Lab and classrooms are good. Hostels are good but need improvement. New hostels now under construction. And Very Wifi all around the campus.
Iiest shibpur-quality education strong placements
College Infrastructure
Infrastructure is not that much good to give it the fame of Institute of national importance. Several schools have very good infrastructure than this Institute. Being centralised, it has been 10 years now, the infrastructure is not improved yet.
A very good faculty .

College Infrastructure
The main building of the college is big and old style but well maitained.The Science & Technology Building is modern, 8-storey tall, and houses several departments with smart classrooms and labs.The labs are fairly well equipped.
