Yes as per the conditions you have mentioned in the question, you deserve Home state quota for NIT Durgapur and you can advantage of it in JOSAA counselling because for Home state candidates the cut-off goes bit lower as compared to that of Other state candidate because 50% seats are kept reserved for Home state candidates.

In my opinion ,always go college over stream as in the end students of all streams sits together for placements you all will get same set of opportunities . NIT nagpur holds
27th rank in nirf ranking . They have well organized campus with quite well experienced faculities and hardworking students crowd . Most of the students get with average package of 6 lakhs

First of all congratulations, for securing a good rank in JEE mains. You can choose any of them for your further studies. As all of them were prestigious institutions of India. But for your comfort in decision I have given some information about the course in these institutions.
All the information is regarding Mechanical Engineering Branch of that institution.
IIITDM JABALPUR has specific sections such as lecture hall, complex lab complex, library cum computer centre, and administrative building. Programmes offered for student in this institute were Bachelor of Technology, Master of Technology, Bachelor of Design, Master of design and Doctorate in philosophy in specialised areas.
Fees = You can expect a total fees of around 5.78 Lakh for the course.
Placements = Nearly 60-70% of the students get placements.The highest package was 16LPA, and the average salary package offered is about 4.5 LPA, and the lowest salary package offered is 3.3 LPA by Infosys. Top recruiting companies were consulting firms like Wipro, TCS, Capgemini and Infosys.

NIT Patna offer all kinds of facilities like other NIT's and provide all the basic amenities for college life. In various streams of research, engineering, technology, and administration, the institute offers bachelors, masters and degree programmes.

I don't think that it will have any impact on NIT Durgapur cutoff. Most of the students who had good marks in JEE , they will take NIT Durgapur seat. Some of them may have seats alloted in WBJEE but most probably they will withdraw from WBJEE Colleges and take seat in NITs. So the happening of WBJEE councelling before JOSAA Councelling doesn't have any huge impact in NIT Durgapur cutoff.

Talking about the placements in the following colleges,
IIEST SHIBPUR
Electronic & Telecommunication Branch The placements are good enough. Almost 65-70% of students get placed every year. The highest package was offered by Microsoft (39 LPA) for 6 students, and the lowest package was offered by some of the mass recruiters like Infosys, TCS, Cognizant, etc., of 3.6 LPA. The average package was somewhere around 6 LPA. The top recruiting companies were Microsoft, Texas Instruments, PWC, ZS Associates etc. More than 50% of students grab internships in good companies like PWC, Microsoft, Texas etc. Some of the major roles offered are system engineer, VLSI design engineer, data scientist etc.

Electrical Branch The overall placement rate was 71.92% here, with the highest salary package of 33 LPA and the average salary package of 9.09 LPA. Renowned companies like Qualcomm, PwC, Cognizant, Capgemini, JCB, Infosys, ZS Associates, Samsung and Alstom recruited students from here. Most of the students bagged good internships. Some selected students are sent to CERN, Switzerland and DAAD, Germany. Otherwise, the students can do internships in foreign institutions or in IITs, IISc, IISERs, IAS JNCASR, etc.

Last year the cut off was as follows for admission to Chemistry (5 Years, Integrated Master of Science) for EWS category (Other State) in round 6 of JoSAA counselling.
Considering the previous year cut off you do not have chances to get seat in NIT Durgapur and NIT Rourkela in the preferred course. The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

Congratulations for your such rank. Hope you are doing great.
See, whatever you will choose, you will have to study it at least for next 4 years and you have to work on that through the rest of your life. So, I will advise you to choose according to your choice and liking on subject.
Now, if you look over other criteria, then NIT Trichy is the top NIT. But there you just get lower branch like Production. Students also take Metallurgy to be a lower branch. But due to that thought, it has been seen that now a days, there are a lot of vacancies remaining on Metallurgy in different companies. So I think it to be a great opportunity. Now, chemical, electrical and other core branches which you are getting in other NITs, are very good. Though core branches are evergreen branches, you must know that students of core branches have very poor opportunities in case of placement.
So think about all these criteria one by one. Talk to your guardians, if possible, then talk to seniors also who have studied engineering or are currently studying. And last but not the least, don't forget to think about your passion for a particular stream. Don't worry.

See as you are an EWS student then the income aspects of your family is already satisfied. Now if we consider the salary range then also you are not eligible for any scholarship or economical weak student schemes. So essentially you may not need the certificate. But I would advise you to keep the certificate ready because there are always changes in regulations among the colleges. So if there are any issues then you will have to face the problems. So it would be better to keep it ready if required show it or else don't show. But if required and you didn't have the certificate then you may have to face problems.

Sports complexes and recreational areas are well-maintained, promoting a balanced student life.
NIT Durgapur has some very old buildings, but the newly formed Academic block, utkarsh bhawan is very good infrastructures. Library also good. Senior hostels are little bit less maintained, but hostels for 1st year and 2nd years are good.
Not par with the NIT standard. Sports could be better, lots of unutilized area in campus. Academics is good, most professors are interactive. Good club culture, allows student to learn outside of academics.
