Getting admission into the VNIT Nagpur depends on various factors like no. of students appeared, seat availability at the institute, exam difficulty level, etc. Also your category and percentile rank also comes into picture. But seeing your rank, it's very difficult for you to get admission into the VNIT. Seeing the previous years cutoff trends , your rank is very low for that.
You must try for some other institute NIT.

Previous Year(2k19) My friend got 219 marks in Jee Mains Paper 2 and 81% in 12th from CBSE Board and he belong to OBC category,his Gen Rank-9243 and Obc rank-3800, still he didn't get any college.

Sorry to tell you but you have no or very very low chances of getting CSE or ECE in VNIT based on your rank. Considering previous years cut off, the closing ranks for lowers branches goes around 650-750.So you might get some lowers branches in last or special rounds of councelling but for CSE or ECE it is very difficult.

Getting admission into your preferred college or branch depends on various factors like . of students appeared each year, exam difficulty level, seat availability and previous years cutoff trends. Also, fir students of home State quota , the cutoff trends are usually lower than that of the other state. It also depends upon your category and percentile rank as well.

In the above mentioned rank in JEE Main, you can apply for the below mentioned streams(as per JoSAA 2019 7th round other state quota)
Metallurgical and Materials Engineering - 10324 (OBC-NCL Cutoff)
Mining Engineering - 10680( OBC-NCL Cutoff)
There is fair chances to get admission into VNIT Nagpur if you apply for these streams.
Chemical Engineering - 8052(OBC-NCL Cutoff)
For Home State quota also you are eligible to apply for only these streams mentioned above.
In special rounds (I and II) the cutoff varies and hence is not shown .

if NTA has mentioned you as a general candidate rather than general ews than there can be two reasons either technical errors or you are not eligible for ews reservations .however you can still get some colleges .getting vnit at this percentile would be difficult .checkout the college predictor to get a good idea about the colleges you can get

I am sorry to see you in pain. But yes, if you are passionate about something and you have the will, you should. You haven't mentioned the reason why you did not take up VNIT in 2018. It is a good College. Having said that VIT doesn't lag behind either. If you want to pursue B.E/B.Tech seriously and are ready to do what it takes or prepare how much ever it demands from you, then you should. How much ever others speak or encourage you, at the end of the day, it is you who knows your strengths. Here is the cut off in 2019 round 7 for admission in VNIT, Nagpur for SC category under home state quota branch wise
Considering this you may not get seat in VNIT, Nagpur. Cut off changes every year depending on number of candidates appeared, difficulty of exam and number of seats available etc.

Infrastructure is good with a vast area of builidings.College has different department for each branch.It has foreign based equiments from england.Faculty is well qualified and deginfied about thieir qualification.
Our college infrastructure is pretty good. The wifi's in classroom complex, libraries work just fine. Hostel has LAN ports for LAN connection for laptops and mobiles, which works just fine. Cleanliness is maintained
