Hello dear aspirant,
Although ranking PhD institutions is very arbitrary. A single institute may house some very successful labs in terms of financing and research, as well as some less successful labs. The first step in choosing a lab is to decide what kind of research you are interested in, after which you can sort the labs based on research work, funding, and principal investigator (PI). Biotechnology is also a very broad field.

However, there are few recognised institutions with top-notch laboratories.

AIIMS New Delhi
University of Hyderabad
Jamia Millia Islamia
Lovely professional University
Chandigarh University
IIT Kanpur
IIT New Delhi
Chitkara University, Chandigarh
Amity University, Noida
JNU, New Delhi
