No it is not started yet but will start soon, reason for saying this is the latest notice issued by Veterinary Council of India which states that last date for admission to 15% All India quota seats has been extended from February 28th 2022 to April 15th 2022. If you are seeking admission in veterinary colleges through AIQ counselling then you have to appear for NEET UG because now admission to All India Veterinary seats are done on the basis of merit in NEET UG which is conducted by National Testing Agency. This AIQ counselling is conducted by Veterinary Council of India and for state colleges, through their respective state level entrance examination. Some states like Rajasthan also conducts their own entrance test named as RPVT and so on.

According to the eligibility criteria for Msc Embryology:
The candidate must have passed B. Sc with at least one subject of biological Sciences or B. Sc Biotechnology or MBBS from a recognized university. A graduation degree in the required subjects with a minimum passing percentage. Admission is also on the basis of entrance exams like AIIMS,BITSAT,MET.

As you mentioned that you have got a government medical College through all india quota and now you dont want that seat so considering you haven't proceeded till now with the payment of the college fees so you simply don't go ahead for document verification .
They would automatically cancel your seat if you don't report to the college and don't show up for document verification.

If you intend to pursue BSc Agriculture then its eligibility criteria is passed 10+2 from a recognized board having studied physics, chemistry and biology with 50% aggregate, in case of reserved categories there is relaxation of 5%, however if we take ICAR AIEEA UG which is conducted at national level then other combinations such as PCMB/PCM or those who have completed intermediate in agriculture field too are eligible, check out last year information bulletin at https://icar.nta.ac.in/downloads/Final_IB_UG.pdf to know more details regarding this, choosing subject combinations at 10+2 level is important in regards to your career, if you're solely focused to pursue BSc Agriculture then choose PCB stream, however if there are other options you want to try for, then PCMB is better option as there will be much more opportunities in terms of course preferences, for more details about BSc Agriculture, check out our page at https://www.careers360.com/courses/bsc-in-agriculture

If your son lies under SC reservation category in central reservation list available on the official website of NCBC then definitely he would be eligible for SC quota in Rajasthan and as he already has domicile of Rajasthan so he can appear for NEET UG counselling for state quota seats of Rajasthan but note that SC certificate of Karnataka would not be considered for counselling of Rajasthan's medical colleges so make sure to apply for the SC certificate of Rajasthan or apply for central SC reservation certificate for your son. Only after having the SC certificate of either Rajasthan or of central authority, your son will be come eligible for SC quota in state quota seats of Rajasthan.
