Everyone can attend all india quota counseling for that you don't need any domicile certificate, although if you are obtaining seat in category other than Gen, you will need to produce caste certificate.

Now for getting govt medical College in state counseling you need to produce domicile certificate of that particular state from which you belong.

You can participate in Kerala State counseling as non-domicile, you will be eligible only for taking admission private medical colleges there.

Yes you can simultaneously apply in your state quota and also in all india quota counseling, you will be allowed to attend all these three counseling.

Although every counseling have some security deposit which you have to pay, so if you get college you might loose those security money.

Otherwise you can attend all thre counseling,there is no harm in that.

To get into IISc to pursue a BS degree, the cut-off is usually very high for JEE Mains stream.

1. A general category student has to get a rank of below 500 in either JEE Mains or Advanced which is usually a percentile of 99.995 for JEE Mains and above.

2. A OBC-NCL category student usually needs a cutoff of about 12 k rank in Mains (CRL) which is about 98.7 percentile or about 13k in advanced

3. A SC candidate require about 20 k rank in which is about 98 percentile in Mains or about 15 k rank in Advanced

4. A ST candidate requires a rank of about 40 k which is about 96.2 percentile or 50k rank in advanced.

All these are based on previous year trends and is subject to change based on the number of students appearing for the exam, the preferences of students etc.
