Hi
Your GMR is considered for wbjee and not your category rank.
This is very difficult to predict because cut off keeps changing every year depending upon a number of factors like
--------) number of students that appeared in the WBJEE exam
--------)difficulty level of the WBJEE examination
--------)Kind of marks obtained by the students in the WBJEE exam
--------) number of students from different categories
--------) seats available for different branches etc
But yes,
With your 31000 rank being from obc-b , category,
On the basis of analysis of past years wbjee cut off data , yes you have good chances in government engineering college.
For example,
In 2020 , in 3rd round of wbjee, 44396 gmr rank for obc-b category got a government engineering college and it was for Cooch Behar Government Engineering College, Civil Engineering
As per 2020 cut off available at Official website :- https://admissions.nic.in/wbjeebcouns2019/wbjeebcouns2019/orcr/PrevYearORCR.aspx

Hey,
If we talk about government colleges offering Computer Science Engineering, then, the admission is mostly based on JEE Mains/JEE Advanced entrance exams. Then, a centralized counselling process is organized either by different state statutory bodies or National statutory bodies. The application dates may vary under which counselling process you want to exactly apply. However, you can get the important dates for JEE Mains counselling and other details over here: https://engineering.careers360.com/articles/jee-main-counselling
You need to note that some states organize their own state level entrance exam for admission into the B.Tech CSE course and the counselling schedule will vary highly so does the application dates. You can better mention the state or exam in which you are focusing for admission into B.TECH CSE. Generally, for government colleges, entrance exams score is only accepted.
Some of the top B.Tech CSE Institutes includes:

Dear candidate, branches which have maximum scope in government jobs are:
Mechanical Engineering

Biotechnology
However, government jobs are reducing day by day so, many students of these branches start coding to get private jobs of Computer Science Engineering.
Hope, it helps!
