Sorry to say dear but government engineering college doesn't conduct any entrance examination by their own. You have to give JEE Mains or JEE Advance examination for admission in government engineering college. Otherwise you can give state government entrance examination which result will allow to admission in government engineering colleges. The examinations are WBJEE for West Bengal, MHTCET for Maharashtra, tseamcet for Telengana etc.

Sorry to say but not government college offers admission to candidate with low percentile unless a candidate has SC/ST quota. You haven't mentioned you percentile so its hard for me to predict whether you will get any government college or not but if you percentile is anything below 90 and you are general category candidate then you have no chances.
