If you are talking about government colleges which also provide abroad exposure then it is only in IITs and nits . By abroad exposure I mean either you are going internship abroad. So you can aim IITs and some specific nits for this because no other government colleges provide this opportunities.

For low JEE Main Rank you can opt for colleges like NIT Jalandhar in the field of Biotechnology and chemical engineering.Nit Agartala too accepts low cutoff in civil,mechanical and chamical engineering.Closing rank for previous year was about 3,19,419 gender neutral.You can also try counselling at puducherrry and Raipur NIT in good branches like CS,Electrical etc.

see cutoff score changes every year, it changes with some facts like students category,number of applicant for any particular year, choice of stream, questions level of toughness etc. however based on your percentile your overall probable rank would be 440913 - 495650, however this is just overall ranking, its not your category ranking. but at this score it would be quite difficult to secure seat in any government institute. government engineering colleges gandhinagar b.tech admission is based on gujcet and jee main score. however you should try to score higher in next attempt of exam, you may select careers360 b.tech companion tool which is helpful for self study:

In case of government colleges , i dont think that there are many colleges that offer dual degree in cse as the dual degree are offered generally for core branches. Like in iit kgp dual degree is for metallurgical,ocean engineering.
But there are handful of good colleges including government and private which offer dual degree-

There are 4 central government institutions and around 9 govt aided or autonomous engineering colleges in Madhya Pradesh.
Admissions to undergraduate and postgraduate engineering programmes are based on an entrance exam performance.
In MP, the government engineering colleges consider the national level entrance exam JEE for admission in engineering streams. The state government also conducts the MP BE Counselling every year for candidates belonging to MP only but this is also based on the JEE(Main) scores and the class12 marks. There is no other state-sponsored engineering entrance test conducted in MP.

Most of the state level entrance exams offers admission to only the residentials of same state. But most of the entrance exams of state level have a 10 to 15% quota for the students of other state. As some of the exams are WBJEE, in which 10% students can get admission by JEE score in WB. HPCET, to get admission in Himachal pradesh technical university. MHTCET to get admission in maharashtra colleges, KEAM for kerala, JAC for chandigarh and there are many more. E very pathetic you will not see any good infrastructure in this college so forget about anything that you planning to have in this college so forget about anything sports interest they do not have any sports around and that's not talk about infrastructure
College infrastructure is quite good here, with all modern equipment available, wifi , smart board all facilities are available, they are well maintained as well, food is hygenic and good, classroom are good.
