Yes definitely , you will need Transfer Certificate and Migration Certificate from the previous course in order to join a new one. Mainly as you going for a PG course , the very eligibility is based on your graduation so they are for sure going to need proof that you have completed your under graduation successfully without any backlogs .However , if you are under a special or problematic circumstance that you are unable to get your certificated immediately but need to join the PG course as soon as possible , then you may reach out to the college admission body and produce a written proof from your previous college stating the reason for the delay in the process and that you have completed your degree there. If the respective college your are applying to accepts it then you will have time , note that it depends on the college , such things vary with each college so you need to contact them directly to see your options.

All the govt. Medical colleges in West Bengal is quite good for both UG and PG and they are also developing very fast. All three colleges that you have mentioned are same regarding studies and infrastructure. But, people tends to Burdwan as it has better communication, weather, more entertaining and recreational stuffs than the other two colleges. Midnapore colleges are relatively new comparing with other two but its as good as the others.

The professors are in a rotatory contract, so that will not be an issue. There is a huge patient flow in the opd and emergency, so no problems for internships in these colleges.

The rest is up to you. Academically doesn't matter much.

Well skipping any subject won't help you in anyway. All the subjects and concerned syllabus mentioned as in under the examination syllabus part need to be covered in order to qualify the exam. The exam won't be able to come easy to you. Skipping an entire part of syllabus is not a great option. Try to cover everything.

There's no need to renew your ST caste certificate. After being issued once it is valid for whole time for  the person. It is similar to any other certificate and it doesn't need to be renewed from time to time.

As per my knowledge , you have to self attest the marksheet for that you have to just sign the photocopy of the document.

If you have to submit attested copy of any document then you have to know from which kind of officer you have to that with. If you need to attest it by a Grade A Gazetted Officer then you  have to visit either the DM or SDO or other A grade officers to get it signed. In that case they put a seal on the document and sign the document. This process means that the document you have producing isn't a fake document which have been verified by that authority  and declared to be true.
