No, you have register and pay fees only once for JEE counselling, and if you have chosen float or slide option in a round then you are eligible for next round counselling and you will be registered for that next round. But whenever you are alloted a seat you have to give acceptance or admission fee and get your documents verified accordingly.

If you have not participated in the first and second round of Haryana BTech counselling then also you can participate in the 3rd round of counselling for Haryana BTech all you need to do who is to make fresh registrations and and pay the registration fee and follow the essential steps for counselling for counselling procedure.

As per your rank in JEE mains you can surely take admission in YMCA Faridabad wi civil engineering branch.
Civil engineering is a good branch having maximum number of government jobs. But the only problem is that it has least number of placement.
If you are interested in it then nothing matters . You go for it.

Dear aspirant your percentile is very good. The college in Delhi and haryana both are almost of same level. You can choose any one of your choice. But according to me haryana will be better because of the environment there. You would not have any problem in adjusting as you will be far from home
You may get ece in dcrust murthal. You will not get any branches in nit haryana or other top nits. You may get nit sikkim, Mizoram, Manipur and Nagaland in the 2 special rounds. But you will not get cse or ece. You can get streams like civil, it, mechanical.
