I think if one can compare two colleges on the following parameters -

1.    Location-Pec Chandigarh has location advantage over the later

2.    Infrastructure -Nit jalandhar have far better infrastructure over NIT

3.    Teaching faculty-It varies from branch to branch but overall Pec Chandigarh has better faculty

Dear aspirant your reserved category rank is good enough to get a seat in nit but you would not get streams like cse or it in nit Jalandhar. You can get streams like biotechnology, chemical engineering, civil engineering. You can get it or cse in nit sikkim, Mizoram

I would suggest you to go for IT in NIT Kurukshetra.

The reason for NIT Kurukshetra being better than NIT Jalandhar in terms of placement,faculty and infrastructure.
