Hello student in this case you need to fill the counseling Form under general category because if you don't have the category certificate to claim your reservation then it'll not work and your counseling might get rejected so it's better to proceed as a general category candidate.

see cutoff score changes every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category, choice of stream etc. there is separate cutoff available for domicile wise, like outside delhi or delhi region candidates, however we donot have the cutoff available

According to previous cut-offs of general category, you can get admission in IP University in Mass Communication if you get around 7000 rank.

General category 2018 Cut-off Rank:- 6900

General category 2019 Cut-off Rank:- 8600

So based on previous record you may get admission in IP University.
