National entrance cum eligibilty test is the only source to get admission in any medical and para medical courses . So without giving NEET entrance exam you can get admission in any college that 's why to get admission you need to score at least maximum to the cut off of NEET like if we talk about 2018 then it was about 119 for general category .

With nothing to take away from IP university, If you have exactly these two options, I would recomment you to go for Delhi University. The environment there will be crucial for your growth. Alumni from DU are spread far and wide and will surely bloster your future prospects. Do remember study has to be done by you, college be it DU or IP just provide a supporting structure and in my opinion in that parameter DU aces Indraprastha.
