you have to go to the main IPU center i.e GGSIP dwarka. Ask for the cancellation form and submit it with the required documents. Its takes about a month and u will get your fee back but not the same that u paid. I am not sure

Since It is too late to answer your query, With this rank the chances seems very less to get a seat in DTU, NSUT & IP University. JAC Delhi & Guru Gobind Singh Indraprastha University has announced the seat allotment result. I hope you have checked it.
