Your IPU CET rank 16000 is not great. But still you are eligible to get admission in IPU. There are some college that offers admission under rank 16000 such as

• Chanderprabhu Jain College of Higher Studies and School of Law 
  
• Delhi Institute of Rural Development 
• Delhi Metropolitan Education 

If the candidate fulfills the criteria for the IPU counselling will be eligible to attend the counsellig process for the medical and dental admissions. The IPU merit list will be released online for the eligible candidates and then after the candidates can confirm the seats. The merit list will show

Yes with that rank it is possible to get Maharaja Surajmal College as the cutoff for that falls much below than your secured rank. If you are from Delhi State then you may also try for Ambedkar Institute of Technology. It is slightly tough to get admission

The chances for gov. colleges isn't very good. You may expect a private college seat instead. But if there are any cancellation of admissions, then you may expect a seat in gov. nursing colleges under IPU, else it's a bit tough. Keep checking the official website of IPU

IPU has taken down previous year's cut offs from the official website. It is no more available for a lot of courses. You may contact the university offline or send an email to them to enquire about the same.

Admission in a government college depends on a lot of factors. The marks, ranks, seats, category, etc. If there is a huge number of seats, then a rank ranging from 200-600 or even more, will be fine. But if the seats are less, then one may look forward to
