Before date passes for correction or editing, you can follow the steps below for editing:

2. Log in with your unique credentials, email ID and password.

I hope you are doing fine, Since you mentioned that you have completed your 10th and 12th in Delhi and want to take admission in IPU Paramedical but you belong to Bihar. So yes your EWS certificate will be valid. It does not matter where you belong to because EWS Certificates are for educational purpose. EWS certificates are generally issued by candidates who wants take admission in any college for education purpose and the certificate should be of Circle officer or SDO level.
