Go with the branch in which your interest falls on. Because your branch is the one which decides your future and career.

The IITR coding tradition is the highest in all the major episodes, the highest number of selections in GSOC (Google code type) in the world since IITR (except 2017, peak in IIITH) from 6 years ago. Although you may have to slightly compromise on the branch, I believe Chemical at IIT Bombay is a better Option compared to Instrumentation at IIT KGP. Placements, Faculty, Infrastructure, Campus Life of both options are comparable, but IIT Bombay has a huge competitive advantage, being located near Technology and Finance Hubs of Mumbai and nearby Pune, hence huge scope and impetus to training, projects and placements.

Well, 289 is a very secure and safe rank in JEE advanced.

Eligibility criteria for qualifying jee advanced:

Minimum 75% should have been secured in 12th standard (or equivalent) examination. For the SC/ST/PwD category, the aggregate marks is minimum 65% OR. The candidates should be within the top 20 category percentile of the qualifying examination.

Other than this, each every document should be clear and original. Even if you secure a good score in JEE advanced but there is some issue with the documents, it might lead to disqualification of your name.
