You have not mentioned your category assuming that you belong to general category considering the cut off in 2019 it is difficult to get seat in the college that you have mentioned. You need to score 99 or above percentile in MHT CET  to have chances of getting seat

Since you are from other state so you are only eligible for general seat in mht cet. According to previous years cut offs you have no chance of getting ICT as well as any other government college. As per your mht cet score you can only get seat in
