Admission for outside Maharashtra candidates is on the basis of the your All India rank which is calculated using your JEE Mains and boards score.
maharashtra govt allows admission to people only with maharashtra domicile, so giving MH CET is pointless, but still you can apply for it through jee mains.

Ict mumbai definitely takes outside state students. And you can apply through both jee mains and mht cet for ict mumbai. From the year 2016, admissions were done on the basis of both MHTCET and JEE mains. 70% of the total seats were filled through MHTCET and the remaining 30% were filled by JEE mains. A separate form needs to be filled for admission through JEE mains.
