First of all i would like to congratulate for your result in jee mains and also since you fulfill the eligibility criteria for appearing in jee advance. According to your percentile your crl rank will be somewhere around 1 lakh and since you belong to sc category your your category rank will be somewhere around 5,000-6,000 , So yes from the previous year cut off trends of nit you can apply for NIT warangal and other nits but for IIT you have to qualify jee exam.

The cutoff trends changes every year and it depends on the number of students appearing in the examination, difficulty level, number of available seats, etc. Getting a CSE seat is becoming really hard these days because of the huge demand.
When it comes to securing a CSE seat at IIIT Bangalore, one should have a rank under 8500 and for ECE branch, the closing rank was around 11,000. With your mentioned percentile, its not possible to secure a CSE or ECE seat in IIIT, Bangalore. Also, there is no reservation in IIIt Bangalore. So, try for next Mains attempt and secure good percentile to secure a seat in top NIT's and IIIT's. You can also get into IIT's by securing a rank under 10,000 in JEE Advanced examination.

Hi aspirant, in case of filling forms for IIIT one first needs to register or have to apply for the councilling which organized for those who have qualified in JEE exams. On need to good percentile to get an IIIT. For registering in JOSAA and for filling choices the last tentative is the second week of the September.

Dear Student,
Your rank should be around 3.5 lakhs at this percentile and you can expect to get any IIIT or GFTI with this rank, and you also can't get good government college of your state. You can get some low level college but that one will dump your future so better if you choose some private college with direct admission.
