Over all there are 23 IITs, 31 NITs, 26 IIITs and 30 GFTIs and IIEST Shibpur where the seats can be allocated to the students Through entrance exams. The seats in the JoSAA participating institutes 2021 will be offered on the basis of merit and preference of courses and colleges filled by them during the counselling process. During the JoSAA registration, candidates will be able to check the list of participating institutes based on the score, i.e, for JEE Main qualified candidates list of NITs, IIITs, CFTIs will appear and for JEE Advanced qualified candidates, list of IITs.

Unfortunately not because according to the mentioned percentile your EWS rank is expected to be in the range of 20000-21000 and with such rank and category it is very difficult to get any of the good NITs/IIIT until you deserves Home state quota for any of the north-eastern states like Assam, Sikkim, Nagaland and likewise, because they generally have closing cut-off around 20000+ for Home state candidates.

To get the idea of percentile needed for IIIT Gwalior by an OBC student, first let us check some previous years closing rank for these two courses.
Course 2020 2019 2018
Integrated B.Tech.(IT) and M.Tech (IT) 5251 6949 8472
Integrated B.Tech.(IT) and MBA 7017 9897 11660
Now for Integrated B.Tech.(IT) and M.Tech (IT) branch as you can see the seats are getting full around 5000 OBC rank last year(2020), now if we try to find general rank on this OBC rank then the general rank will be somewhere around 21000. Now to get this rank you need to score 98+ percentile.
And if we talk for Integrated B.Tech.(IT) and MBA branch then we find that the seats are getting filled by 7000 OBC rank. To get this obc rank one need to have general rank around 30 thousand. And percentile needed to get 30 thousand rank is 96.8+.

Yes of course you can get admission in any of the NITs/IIITs for their engineering courses if you have passed your class 12th in 2019 with 65%, provided that you must have appeared for JEE-Main. This criteria is only valid for this year because of COVID-19 and it is not sure whether this will continue for next academic year or not. The reason being is Our hon'ble Education ministry decided to waive off the percentage criteria of class 12th for admission to engineering courses of NITs/IIITs. Also note that this is your final attempt to appear for JEE-Main because you had passed your class 1th in 2019.

Yes, you will be eligible for IIIT of any state of India.
No matter from where you have completed your education or from where you belongs to, you are not bounded to take admission only in your homestate IIIT, you can get any IIIT of any state if you have achieved the rank that is required from that particular IIIT.
Not only this, unlike NITs which gives reservation to the students of homestate, there is no such homestate quota in IIITs so you will have exactly the same competition that a homestatae students will go through.

Yes, CBSE students can defenitely get seat in IIIT.
An for that earlier before 2020, a student needed to score minimum 75% in 12th board or had to be in top 20% of the students in any equivalent board of class 12th but now you just need minimum qualifying marks in 12th board exam.
This rule is applicable for all students who are willing to take admission in NITs, IIITs and CFTIs.

You have scored a very score but still not eligible to get any IIIT or NIT unless your home state is in north India, there you can get easily any NIT. You can try government colleges in your home state by participating in CSAB round or take the state government college of your state. It will be more better if you try another attempt of JEE as 2 attempts are still left for this year, definitely you can score big to to get any of the NIT or IIIT. Let me tell you one thing before proceeding to this answer and that is, in IIIT Hyderabad, there is no reservation like OBC, SC/ST or any kind. In fact there is not any special benefit for homestate students too in cutoff or admission.
But, since the seats for girls are reserved so there is bit low competition for females seat as compared to male but again it is too high cutoff for them too if we compare with most of the engineering colleges of India.
Please note that IIIT Hyderabad offers only two branches and these are Computer Science and Engineering and Electronics and Communication Engineering.
Let us have a look at some previous year cutoff(Common pool) to get the idea about how much a student has to score to grab the seat in IIIT Hyderabad.

Now to get a rank under 3000, you need to score 220+ in JEE Main.

There is a very less chance that you will get NIT with this percentile, as your percentile is 97.8 so according to that your rank should be around 24K, you can also refer to this link to know more.

Now if you participate in CSAB round then their is a chance that you will get any of the NIT. You can also get some lower NIT's like Raipur, Jamshedpur even NIT Rourkela for dual degree program.

Hello aspirant, first of all congratulations on achieving 92.24 percentile in JEE mains. According to your percentile, your expected AIR is around 81000 and OBC rank around 20000. In this rank it is difficult to get into top NITs or IIITs. However you should try going till spot round counselling as there may be some chance of getting lower IIITs or lower NITs. There are incidents of students with OBC rank of 25000 getting admission in lower branches of NITs , so don’t loose hope.
There are several GFTIs and state colleges in which you can easily get admission like Assam University, Gurukula Kangri Vishwavidyalaya.
