With 9000 rank in JEE Main and EWS Category, I am afraid to say that there is less probability of getting NITs or IIITs through JOSAA Counselling. But, Under the home state quota, you may get the seat in NITs, probably in the last rounds of counseling.

Dev, yes you can get NITs on the basis of previous years records and you category rank. However, there are chances that you might not get your desired seat but you can get some of the NITs such as nit patna, nit Mizoram, nit Manipur, nit Assam, nit meghalaya etc.
