NIT Kurukshetra is ranked 40th among engineering sector and 8th among all of the NITs by NIRF. According to ranking, it is a better campus than IIIT Nagpur.
But, while looking at the courses, ECE is more of a core branch than Industrial and production engineering and has higher scope and placements. So, the decision to choose between these two must be made by considering your personal skills and interest.
If you are more interested in electronic circuits and its applications, choose ECE. If your interest is in the field of production and marketing, join Industrial and production engineering.
Remember, if you are choosing a college which is the best and studying a course that you are not interested in, it will cause no good. If you are really passionate about the course, the college doesn't really matter.

NIT Warangal stands better than NIT Kurukshetra in the NIRF table. So, any of the core branches at NIT Warangal is a better aspect than NIT Kurukshetra. Hence, Mechanical Engineering at NIT Warangal will be a better option than IT at NIT Kurukshetra.
In terms of placement and other aspects as well, Mechanical at NIT Warangal is better suggested.

ECE at IIT Dhanbad would be a better choice since IITs are more in demand due to their higher ranking with higher number of opportunities. Since both of them are CFTIs they are of the top institutions in the country. IIT Dhanbad is one of the oldest and hence it would be preferred. You can consider the following factors before choosing it.
Infrastructure and college life:
IIT Dhanbad has a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
Fa culty and quality of education:
All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.
Placements:
Placements are good as good companies visit this college. students gets placed and opportunities of internship is provided to the students from companies.

If your question would be NIT Allahabad or Trichy , vs IIT Dhanbad, I might have answered otherwise.But in this case, my suggestion would be prefer IIT Dhanbad over NIT Kurukshetra.
As far as Circuital, CSE, EE and ECE are concerned, IIT Dhanbad has at par placements like NIT Kurukshetra and most of the Companies Tata Steel, Amazon, Microsoft, GS, Flipkart, Qualcomm visit the campus and offer packages ranging between 8-15 LPA.
IIT ISM is known for its core branches, specifically Mining, Mechanical , Environmental, Geological and Chemical Branches mainly. They have excellent Placements, Academic Outlook as well as Research Facilities. Each year more than 90-100% Students are placed from Core Branches. Jharkhand and Odisha being mineral rich regions hence provide with excellent training and placement opportunities.

According to the category rank you have mentioned in the question you have higher chances of getting in to NIT Kurukshetra as per previous year's cut-off, provided that you are female if you are male then there are very low or almost no chances for you to get into NIT Kurukshetra. Both the colleges rank among the prestigious institutes and are held in high spirits by all recruiting companies.
Although, NIT Kurukshetra is ranked higher for B.tech CSE as compared to NIT Durgapur. Cut off for JEE Mains was higher in Durgapur than that of Kurukshetra. Also, NIT Durgapur fees is lower than that of NIT Kurukshetra.

Both the college are good. Since both are nits, so both have a good reputation. Which actually help you out at the placement time.
NIT kurukshetra is good in faculty and placement records than in nit durgapur. This is the only reason that i suggest kurukshetra over dugrapur.
Other things seems same apparently.

As you have not mentioned the Category in which you obtained PWD rank for ex. It is Gen-PWD or OBC-PWD etc..? So I'm considering as GEN-PWD. Now you haven't mentioned your home state.So if Nit Kurukshetra is in your Home state then you have chances of getting CSE branch only in special rounds of CSAB councelling or in last rounds of Josaa councelling but if you are from other state then the chances are very low. Also if you are a female (as you have not mentioned your gender as well and it seems difficult to recognise from your name), then the chances are very high of getting CSE branch in Nit KKR.

The campus is big and green with the descent with all basic facilities like library, sports complex ,labs.classrooms are good but some hostels are old and need renovation. All over campus is very good.
The infrastructure is quite good and all the classes have access and good lighting and speaker too . There is enough space to walk at night and do jogging . The sports complex is a bit under developed.
