Each of them has it's own Pros and Cons. Both are great in it's own aspects. But there are certains things which gives VNIT a slight edge over COEP.
If you can admission in the streams of CSE/ECE/EEE/Mechnaical/Mining Then go for VNIT Nagpur if only you can get. Otherwise go for COE (Civil/MetallurgyChemical).

After having a look at the previous year cut off for VNIT Nagpur in the mechanical stream, you have a probability to get admission there. I can not guarantee it but last year also the cut off went till 20k. So you have a high chance.

Weel according to the number which you are saying, it iwon't be an Impossible task to get CIVIL department. Because last year the Cutoff was around 142-154 for Civil department.
Although cutoff marks for each year vary depending upon the difficulty level of the paper.

In order to achieve this goal, the following tips could be very helpful for you-
The main thing is that you have to build your concentration level, then only you can stay focused on your goal. I would like to say that please limit the study time between 10 to 12 hours and please increase your concentration and speed of reading, understanding and solving the problems then you will not face any kind of difficulty.
For preparation of exam, the most important thing is your confidence after that you should know the whole syllabus and make your plan properly for learning new chapters, solving the numericals and revision. All three things should be the part of your preparation strategy in daily routine.
Your basics in Physics, Chemistry & Mathematics should be very clear upto 12th std. You should read the NCERT books for basics. Then HC Verma for Physics, RD Sharma for Mathematics, OP Tendon for Physical & Inorganic Chemistry, and Organic Chemistry of "Arihant Publication" for detail or extra knowledge.
You should also try to solve the previous years question papers, this helps too much and you should also give the mock test to rectify yourself and build your confidence level.

Infrastructure is good with a vast area of builidings.College has different department for each branch.It has foreign based equiments from england.Faculty is well qualified and deginfied about thieir qualification.
Our college infrastructure is pretty good. The wifi's in classroom complex, libraries work just fine. Hostel has LAN ports for LAN connection for laptops and mobiles, which works just fine. Cleanliness is maintained
