Each of them has it's own Pros and Cons. Both are great in it's own aspects. But there are certains things which gives VNIT a slight edge over COEP.

If you can admission in the  streams of CSE/ECE/EEE/Mechnaical/Mining Then go for VNIT Nagpur if only you can get.

After having a look at the previous year cut off for VNIT Nagpur in the mechanical stream, you have a probability to get admission there. I can not guarantee it but last year also the cut off went till 20k. So you have
