You can get a seat in North eastern colleges despite your domicile of Bihar through All India Quota seats. However, on this rank it is very difficult for you to get a seat in any government college as the macimum closing rank for MBBS in north eastern government college is around 17000 rank in Jawaharlal Nehru Institute of Dental Sciences, Imphal for unreserved category.

Colleges is totally depend on the marks you got and the rank. Different states have their own criteria for seats to allote. Under state quota the 85 percent reservation for state students and under all india quota the 15 seats for the other state students.
As you have not mentioned about any state, its difficult to say about any college with any information. If home state in north eadt then more chance.

The answer to your question would depend on the rank of your fellow mates your appearing for the exam along with you as well as the standard of the question paper which may differ and vary from year to year
As a whole your qualifying marks for the Neet examination as an St candidate would definitely be in excess of 320 out of 720.
Yet it would be good if you want a Government Medical College via the state quota to get a score in excess of 350 to 360 and score in excess of 380 to 400 if you want to get into a Government Medical College via the 15% all India quota.

As of now there is no separate hostel for North East girls.
According to the college official website, the following information is provided -
[Separate hostels for boys and girls with Telephones, TV with Cable Connection, computers with 24 x 7 Wi-Fi facility, Medical facility and First Aid Box, Indoor games, News Paper & Magazines and other amenities are arranged in most desirable areas of Bhubaneswar. The In-campus Hostels for Gents & Ladies provide attached Toilets, Marble flooring, Sprawling lawns, Lobby space, Separate Cupboards, Single & Double rooms, Homely & palatable food, Water purifier with chilled & normal & foolproof security system]

I am extremely sorry to tell you, with 40k rank in Jee mains and considering no reservation quota, your chances of getting mechanical in any NITs in mainland India is very low. Even in north-eastern NITs, older ones like NIT Agartala and Silchar closes around 37000 rank. Only other NIT where you can get Mech with this rank is NIT Srinagar which closed in 51k rank. The same case stands valid with Civil Engineering also, all the NITs in mainland closes in and around 35k rank at maximum. https://engineering.careers360.com/articles/nits-cutoff-for-btech-civil-engineering. Your best chance is NIT Agartala and NIT Srinagar considering other state quota. I am suggesting NIT Agartala because unlike other New NITs of north-east, its a fairly old college(estd. in 1958) and is NIT since 2006, which makes it better in every sense.
